Shadow Unitary Authority Elections May 2027
The 2027 elections will be unlike any local elections Hampshire has seen before. Voters will elect members to the new Shadow Unitary Authorities, which will prepare the way for the new councils that officially take over in April 2028. These shadow authorities will not simply be advisory bodies – they will make the key decisions that shape how the new councils operate, including governance, budgets, priorities, staffing and the delivery of vital local services.
The Government has confirmed that Hampshire will move from the current two-tier system to four mainland unitary councils. Mid Hampshire will cover New Forest, Test Valley, Winchester and East Hampshire, while South West Hampshire will bring together Eastleigh, Southampton and the Waterside communities of Totton, Hythe, Marchwood and Fawley.
For Labour, these elections are a once-in-a-generation opportunity. The councillors elected in 2027 will lay the foundations for councils that will serve residents for decades. Standing as a Labour candidate means helping shape modern, efficient public services, delivering economic growth, improving transport, housing and social care, and ensuring local communities have a strong progressive voice from day one. Labour needs committed candidates who want to build councils that are ambitious, accountable and focused on improving the lives of people across Mid Hampshire and South West Hampshire.
